No one – 343 or otherwise – will be able to help you if you don’t provide more information about your problem.
What part of the page isn’t working? Do you get an error message? If so, what does it say?
What web browser are you using? If you’re on Windows and you don’t know what a “web browser” is, then it’s Internet Explorer. If you’re on a Mac and you don’t know what a “web browser” is, then it’s Safari.

Crap, I was hoping it’d be something easy, that one of us ordinary users could help you with.
Threads like this belong in the “Halo Waypoint” section – essentially the tech support area of the boards, which 343 employees do actively check. I’ve flagged this thread, so a moderator will hopefully see it, move it to the right place, and then hopefully an official employee will see it.
