I can agree with helmets, visors, and shoulders, maybe knee-guards and handguards, but the rest of the cosmetics don’t fit.

Most torso-attachments are armor that are affixed to the geometry of your chest armor.
And the gauntlets and utilities are also similar, as well as most of the helmet attachments.
5 and 7 have the same torsos

Armor upgrades to the setup do not work out right if I were to put the Mark VII chests on the Mark V Bravo.
Some could work, such as the Soldier Armor bandolier of equipment, as that is a strap with loops that hold grenades. But the armor chest pieces will not fit and have gaps in the armor.

It quite literally is. AI can cross-core customize, and I doubt any of us actually care if there are clipping issues.
Their geometries are different.
Just because they look similar doesn’t make them the exact same. Some chest pieces in Halo Infinite compliment the armor shape of the chest itself.
For example, the chest piece below continues the curve lines from the shoulders all the way to the front :

With how angular the torso of the Mark V Bravo is compared to the Mark VII’s more refined curvature, the armor piece wouldn’t fit in that well.

More than five polygons on that model there, and then the edit would need to be retextured otherwise it would look stretched awkwardly.
If they are going to do that much work to make small edits to allow all these attachments to be truly-cross core, then they might as well say “we put in a lot more work for you guys. We have to up the prices again.”

But you are asking a studio that is already on crunch to fix major issues to now nitpick and fix a minor issue.
The guys doing this will want compensation for the hours of work to make an edited version of every chest-piece for Mark VII and Mark V Bravo to be cross-compatible.
Which would make for the perfect excuse to raise prices of bundles again.

Marketing guys are the ones that think success has to be the most money made possible, which is why Apple is so successful at making people pay ~$1,000 for a sub-par phone or PC - Brand Recognition.
We already pay too much for these miniscule bundles of content. And by making cross-core with all assets rather than just helmets, visor colors, shoulders, handguards, and knee-guards; you are inviting the opportunity for the company to pull off more shady-scumbag business tactics.

I said it was going to be a case of shady-scumbag tactics.
Successful business isn’t always good business. Sometimes it is BS that makes 90% of the people angry. But for those who have all the money to throw away or the additction to being collect-them-all kind of people; these tactics give the company enough money to make it all worthwhile.
The execs aren’t looking at the forums, so the marketing guys and accounting staff can just say “Look at our profit numbers” and the execs respond “Wow we did good huh?”
It is one of the factors that resulted in 343 taking over a decade to finally bring Halo back to something likable, because some of the execs finally listened to the fanbase instead of the marketing team and realized “Okay… we did a no no with Halo 4 and 5… cannot do that again.”

Halo Infinite is a step in the right direction for once. If even more shady business tactics happen, then it is a step in the wrong direction once again and thus we would have a trilogy of failing–upwards.
Halo 4 had a dubious multiplayer that no-one liked because it wasn’t Halo; it was Call of Duty pretending to be Halo.
Halo 5’s story mode was just fan-fiction tropes made into a sloppy narrative.
Halo Infinite has only server issues and a Fortnite shop. If the fortnite shop gets worse by charging us more for what is essentially redundant content; then people are going to be angry once again and the fanbase will declare the entire second trilogy to be a failure.
Halo Infinite has a chance.
Armor Cores are an interesting concept that allow us to have a Halo-Reach model of customization, without it all being mix-mash like Halo 4’s customization.
