Soo will the people doing this be banned? Because I was just in a Game in matchmaking and people said they got it for free without paying anything…I got the map pass and I’m not mad I jus wanna know If they are gonna be punished or something?

Nope. Microsoft has said that since the error was their fault (trying to fix bugs caused more bugs) there is no harm in downloading the maps.
I do believe a few people who did were banned when it first started happening, but MS reigned in their auto-banhammer and are working on reversing the bans (if they haven’t been fixed already)
No-one was banned and no-one will be they did not breach any agreement and the maps can’t be removed as they PURCHESED the maps for 0 ms points.
