I only saw the 800 points option like most of you, but I re-downloaded the war access pack (or whatever it’s called) from the dashboard, and when i went back into Halo 4 a little star was next to the xbox live market option.
I clicked on it, and voila! free map pack!
I hope this can work for others too.

Edit: apparently it’s getting better for others. I thought this was a full workaround. Oh well! Go download them Guys!

You don’t have the limited edition do you? That’s where the problem lies because its Map Pass is tied to a special code received in the LE box. For those of you who bought your map pass separately there should be no problem as far as I’m aware.
Worked for me, rebooted my 360 and the lil star was on there. Price 0msp. Downloading now, but can’t play until tomorrow
