Skulls were a great thing to find. They gave you something else to do while playing the campaign, and once you found them you could use them to make the campaign more fun or more challenging. Hopefully 343i will return to the fun times of locating skulls. Equally as hopeful, we can give them some ideas. I’ll include my favourite ones in the OP.
And here’s a couple of my examples:
Gruntpocalypse****I don’t think I brought enough ammo for this…- Triple the amount of Grunts found on a mission.
Found on Long Night of Solace. Outside the map, just as you get to the first battle of the mission, on the beach. The skull is in the rocks towards the water, way up on top of the big rock right behind you, on the little point sticking out over the water.
Slow-Mo****Take your time. You’ve got it.- Character moves at 50% speed.
Found on The Package. Before you enter the room with the 2 Hunters, it’s way off to left where no one goes. In the same area where you start ONI. Except the mission is The Package.
Use that format please, include a skull name (1-2 words), a quote (some thing like: pull the pin. count to three. throw.), and what the skull does.
Hopefully if 343i looks at this, we can possibly give them some ideas for skulls! Be creative, and have fun!

All empty ground vehicles and friendly AI ground vehicles are replaced with Mongooses. Awkward - by DavidJCobb
Well, this is… unusual.
All NPCs use female character models, but their voices, if male, remain unchanged.
Grunt Candy Maker - by Sliding Ghost
We all scream for ice cream.
Turns Grunts into a puddle of ice cream (looks like the watery substance seen in the crashed ship of Floodgate and on Cortana) when damaged by volatile projectiles (i.e. plasma grenade).
Arbiter - by Sliding Ghost
Were it so easy.
Allies get up after being headshotted by a headshot weapon like the Arbiter did in Halo 3. Enemies left far behind loading points (i.e. 7 loading points), including hidden loading points, are teleported (maximum of 20) to the area you’re in and are freeroaming unless provoked. Second player on Co-op gets active camo, which replaces flashlight and all players suffer from partial Black Eye effect: only half of shield will regenerate. Other half must be recovered by melee or by healing items.
