What if we had a game where it follows a Spartan/elite team during the blooding years. The elite has to rally support from the local villages and fight the brutes, while the Spartan has to find a certain brute (a brute version of jul’madama) and exterminate him. The first level would be the elite going through towns talking support, when the brutes attack. Amidst the battle a UNSC carrier shoots down a single drop pod, containing a Spartan. And in the battle we see the brute that the Spartan is contracted to kill.
So what are your thoughts about it?

I think he doesn’t mean a Brute trying to look like an Elite, just a Brute equivalent to Jul 'Mdama, who tries to rebuild the Covenant in his own image.

That would be amazing. (Possible spoilers) taking orders directly from Osman, working with the Spartan IIIs and Veta Lopis, possibly interacting with Huragok, and getting a different perspective in the Halo universe…

We all remember the UNSC vs Elite gamemode from Reach right? well if you do then I think it would be interesting to see a campaign where you can choose what side you want to play with kind of like in halo 2 when you played as the arbiter but like the men of war games (If you have seen them you should look them up: Men of war) and for co-op something like L4D2 where the Elites try and stop the UNSC from moving through the game or base on decision help the UNSC through the game
