snooped around in the build files and found this information, unsure if helpful at all.
halt: ### RIP: 00007FF9A49A4F99 KERNELBASE!0x00007FF9A49A4F99

EDIT: also, for the record, computer reboot has been tried, and i also tried verifying the files through Steam, to no avail.
There are multiple threads about this issue already. The two somewhat working fixes for some users are-
- Disable Windows audio. (Push WIN+R, type “services.msc”, scroll down to windows audio, click “Stop”, IF the game loads you can enable the audio again, but audio bugs were mentioned.)
- Changing games files to adjust the graphics card settings on startup. (Navigate to steamapps\common\MGS Test App 6\data\hardware, click on your GPU brand: NOTE you’ll be editing a file so you may need a third party program I use notepad++: push crtl+f, type in your GPU model ie “2060”, change the setting to Low, save the document and close.I hope this helps you or anyone else that may come across this reply. unfortunately, neither fix is helping my current situation. i will make a report to the link and do my part, many thanks for the advice anyway.
had the same problem and I’ve found a workaround by installing the game on a ssd and updating the nvidia driver

I finally got mine to work by installing it on the same drive that I have Windows installed on. I was using a external hard drive originally.
No dice on moving files to the same drive that windows is installed on. it’s also an SSD. tried rebooting and verifying files afterwards, no luck

Was it giving you the same error code or a different one? Also go through the windows audio, and game file solution now that it is on your primary drive.

Same error code:
halt:
RIP: 00007FF933734F99 KERNELBASE!0x00007FF933734F99
halt information:
d3dDevice->CreateComputePipelineState(&d3d12ComputeDesc, __uuidof(ID3D12PipelineState), (void**)&m_d3dPipelineState) failed (HR=0x8007000e): Not enough memory resources are available to complete this operation.
Tried disabling windows audio, as well as going into the files and changing the GPU settings with the install on my SSD C drive, and still nothing.
Okay, this is a dumb, but important bump. i went into my Nvidia drivers and updated (via the Nvidia control panel app) to the most recent one, and it got past the loading screen of doom and crashing. now to figure out why my account isnt authorized to play the game.
