This is probably a total coincidence, but if you look at the Banished faction symbol:

It has three rounded points held upside down enclosing another symbol. This looks a lot like Mendicant Bias eyes which have a similar arragnement.
I don’t really think so. To me, it’s more like refering to the (lesser) ark if anything. The three shapes you see as the “eyes” of mendicant bias could also refer to them, dominating the Ark, which is in the middle.

Actualy having another look at it. The thing in the middle kind of resembles the Keyship.
