I expect that after so many years, the majority of the Covenant have found no reason to know English.
But a few of the Covenant may still know.
Especially those of higher, more politically concerned ranks.

After coming from reach to ODST (Trying to get the good samaritan achievement) I really don’t want the english anymore. It’s always been around though, so if it is, nuts to me, but now that we’ve had both, an option would be pretty cool.
But then that’s like recording half the game twice…but whatevz, I guess in the end, no real problem with it.
I hope so, for the sake of funnyness and bets everywhere.
I doubt rogue covenant speak english. They did say that the roaring elites springing from the door and frenzied grunts is supposed to bring back familiarity and basically emulate CE. In which they didn’t speak english in CE.

After the events of Halo: Reach, translation software was developed for the UNSC to translate the Covenant’s languages.

I think the official canonical explanation is that cortana translates the audio patterns of the aliens into human language for the chief. In his helmet.
I dont think they will downgrade his helmet.

They did speak English in Halo: CE. Not as much but they did, or maybe it was just the grunt food nipple easter egg.

Absolutely. Covies should speak English again.
Not that I liked H2’s excessive drama but Reach’s Covies are just awful. They’re too animalistic not to mention they lack the brains of most animals, which are social and occasionally willing to set aside their differences or do something drastic or inconceivable. Very predictable and if not being predictable, being very cheap.
In Reach’s campaign, every encounter felt like it’s Reach Firefight to me. I know that Hunters have been known to crush Jackals in canon but when you see the higher ranking Elite (Ultras, Zealots) treated like a common enemy (not to mention they’re no longer rare), that’s just wrong. The Elites don’t notice their allies dying. They just continue fighting as if nothing happened. It would at least be more convincing if they said, ‘leader dead, retreat!’
In H3, if I assassinated a Brute but his dead body landed in front of his buddy or went through him, that ally would notice.
In Reach, I’ve assassinated multiple waves of Covies and they never noticed their comrade’s deaths.
TLDR: Reach Covies = mindless drones
I’ve felt this in most Halo games tbh. In CE, Flood prioritize you. Covies prioritize you instead of the Flood that are decimating them. It’s quite annoying sometimes.

In Reach, if you stick your head out, enemies turn their attention to you instead of the invincible Spartans that have been decimating them and firing at them in plain sight. Example occasions: Hunter pair + Skirmishers on PoA.
Yet CE was the only Halo game in which I could assist an enemy with another enemy (on Two Betrayals). In H2 and H3, I always have to flee or stay in cover.
Prioritization does not make responsiveness. Notice H2 and H3 have removed the fun that came with needler and plasma grenades. Every time you get a stick on a Grunt, they either stand there or panic. Every time you stick an Elite, they either stand there, run at you, or berserk.
CE had a lot more responses: tried to get it off in vain, they ran around in circles
