Jul Mdama was witness to ONI and it’s tricks firsthand. He saw what a threat they were, even more so then conventional humans. Now Jul has Dr. Halsey on his side, for the time being. Could he not form a covenant’s version of ONI? He know that the Sangheli need scientists, And he could startb with Halsey, and perhaps educate other Elites for future use. Now ONI’s tactics go against everything Jul, and the Sangheli beleive in. So it would end up being less of organized crime in uniform, and rather a research team that would’nt need support whereever they go.
And seeing in spartan ops as we were always called in to support scientists, This course of action could be very useful. And not just researching Forunner tech, But being the spearhead that would give the Sangheli the flexibility in technology and firepower that the humans already had throughout the war. Humans didn’t have an collection of species aiding them, [Exept of course, Thel] and they ended up surviving the war. And Jul has already been setting traps for humanity, for example the “Promethian soul” that he purposely lost so the humans would become doubtful of their commanders.
Not to mention throwing Requiem into the sun, because that is anything but conventional warfare.
Jul Mdama could possibly be one of the most cunning Elites the UNSC has ever encountered, and a cunning Elite that makes plans such as this? If he founded a group of Elites who shared his abilites and brains, made a covenant ONI…
Well, the Elites might just make a more threatening enemy then they are now.
Imagine if they sent a strike team to infinity to draw out a map? Future assaults on it would be much more effective. Jul’s forces lack not numbers, but tactics and technology. And something like ONI could solve both of those problems.
