Which enemy was the most devastating enemy of halo?
Well I guess it all depends…
The Covenant was pretty devastating in destruction towards humans during the war.
The Flood was pretty devastating towards all life before and during the war.
The Forerunners are probably going to be pretty devastating towards humans now that the flood isn’t a problem (yet), especially since they nearly annihilated the humans in the old times when they were alive.
So all three are pretty devastating from a certain point of view.
For me it would be the Flood.
I agree that the flood were pretty devastating but I think that the covenant have caused humanity serious problems with attacking all of their colonies.
It depends.
On a universal scale, as in everything (books, games, all lore) in general:
The Flood, no doubt. Brought the Forerunner Ecumene to the ground, sealing the galaxy in a fate of misery.
But then you have to look at the cause and reaction. The Forerunners obviously wiped out everything in the galaxy afterwords. But prior, they’re actually the ones that provoked the creation of the Flood. So, you could almost point the blame at them for everything.
Most devastating to humanity, you could still say the Forerunners. Their war against us in ancient times wiped Humanity off the map and reduced us to caveman status.
In the games, it would probably be the Covenant. The Flood wasn’t able to do all that much directly to Humanity, save for Voi. Though the first and only direct Forerunner contact left 7 million people dead, a city under quarantine for six months, and widespread damage and loss on Ivanoff Station. Not a bad start, for sure.

You cant really ask that kind of question right now. The only enemy that we REALLY know is the Covenant.
I know we battled against the Covenant, Flood and Forerunners but nothing has really been explained about the Flood or Forerunners in the past Halo games.
All we know about the Flood is that it was an infestation that was threatening to destroy everything and the Covenant wanted to use that against the Humans. And I am only going from the game stand point here, not the books.
There was nothing explained in the games about the Flood in regards to what the Flood was or where it came from, just that it was consuming everything in its path towards Earth.
There was definitely nothing explained in the games about who the Forerunners were or what happened to them either. The Ur-Didact may have said a little piece and the Librarian may have said a little piece, but nothing to make the player go “wow”.
The only enemy that we know of is the Covenant.
Again, this is all from the games perspective. If people read the books then my response would be different but I know not everyone cares about the lore behind the games which is why I am not delving into it.

the most devastating enemy type is the forunner just because of those watchers constantly reviving crawlers and knights, and the stupid knights with all their teleporting cheapness.

The flood alone can gain more and more intelligence and biomass with everything it infects. I believe it’s the most potent force in the universe as it brought forth the creation of the Halo rings.
Covenant and Forerunners.
Flood is the most devastating. Its loyal, driven and has an unquenchable thirst for the absorption of all sentient knowledge.
