In the upper right are three spires, one with a sphere on top and the others with a bowl shaped structure on top. When I notice this, I zoomed in and show the spires were connected via tubes near the bottom. Further in the background are even taller structures with a short one to the right. The short structure really got my attention because it looks very similar to a clock tower.
I came to the conclusion this may be a city belonging to one of the Covenant races. Any thoughts on this?

The community is 99.999% sure it’s Sanghelios. Most likely we’re looking at the Vadam city-state.
Although very plausible, everything shown at this point should be taken with a pinch of salt is its mostly concept and not final product.

True, but it was also in the most recent E3 trailer for the MCC. So personally I think that gives it a tad more weight.
I’m not saying it’s definite, just that it seems more likely than not.

It’s probably Sanghelios. It has the same background as one of the concept art images and seems to be the same location as in the E3 trailer.
And since that’s The Arbiter’s home planet it makes the most sense to be Sanghelios.
I honestly hope it is Sanghelios, it’d be awesome to visit the Elites homeworld.
