You don’t see those people on Radar, and you have to have EXTREMELY fast reflexes to evade out of the way.
Thruster is really the only counter, but the 18m radar makes being prepared for it difficult especially with everyone crouch walking around corners
You have to just hit the melee button and then immediately fire at at them after stun.

Oh i know a good counter for it, when i identify someone who opens with chargevand finishes with shots you let him hit you. Throw a sticky just before he reaches charge range, the charge knocks you out of the blast radius and you thrust left or right to avoid the shots 
bit tricky but so saeet when you pull it off.
