So with the Halo 5: Guardians cover art being released we know only that there is a new protaganist along with Master Cheif that is male and has the appearance of a spartan. Well, i dont know much about the current wherabouts of the Arbiter at this point but could the Arbiter still potentially have a role in Halo 5: Guardians?
It’s possible, but I wouldn’t get my hopes up if I were you. We literally know next to nothing about Guardians’ story.
If the Arbiter becomes relevant then sure. But if he’s not important to the events happing in the next game, then I don’t want him forced into the story.
I think 343’s direction looks pretty interesting. I think, the Guardians subtitle refers to some kind of factions, probably Thel V’dam will have an important role with the good Elites. Master Chief will go rouge, the new guy will probably be the face of mankind. If the Didact is alive, he’ll be the leader of his Prometheans while Jul M’dama will be the leader of the Covenant Remnants.
This would be amazingly well done!
As much as I love the arbiter I think he has played his role in master chief’s story. He will probably be in the tv show though 
I suggest you read escalation or catch up with its thread in universe if you don’t mind spoilers… its clear the arbiter has a part to play without spoiling any of the material out there.
I certainly hope he does, if Master Chief’s continuing story permits it. If not, then give the Arbiter his own game. I’m dying for more of his story.

How do you know he’s a protagonist? He could potentially be the new antagonist.
As for Thel, in his current state, I doubt he’ll will have a direct impact on the game. He probably won’t be your companion, fighting along side you, as he’s playing a political role, trying to quell a civil war. I do believe that he will get tired of this role and join you on the front lines at some point, but probably not until Halo 6 and on.
