Could Jul 'Mdama be controlling the Guardians?

If we’re assuming the great big metallic birds are the Guardians, is it possible Jul is controlling them? Especially knowing that he has the Janus Key.

I know there a few issues of Halo: Escalation left in which the UNSC could possibly retrieve the key, but it’s possible Jul will still keep a hold of it.

So could the Janus Key give him power over these things?

The only flaw in this theory is the one that 117 faces when he’s traversing the desert- how would Jul be controlling it?

Anyway, thoughts?

The Janus Key is a tool that reveal the Forerunner techs in the whole galaxy. I don’t think that he could controll them, max throught Halsey. Didact or Medicant Bias could controll them, if there is an option to do that. The Guardians are the children of the Didact, if I’m correct, that is why I said that he could controll them.
Anyway the Janus Key give more than enough power anyone who find it.
