Strider, Deadeye, Locus, and Scanner, were all Helmet-Only Armor pieces in Halo 4, so several other pre-existing Armor sets were repurposed in Halo 5:
Strider: Enforcer (different legs)
Scanner: Soldier
Deadeye: FOTUS
Locus: Aviator
It’s the same with Aviator and Locus. At least these two are similar rarities. Aviator and Locus are on the opposite extremes. In that case, you are grinding gold packs for something you have owned for since you finished the bronze packs.
It really is lazy. Deadeye was only a helmet in Halo 4 and I was actually looking forward to seeing what its armour would look like, instead it was just an ugly Fotus rip off.

They made armor for Deadeye and it was ugly, but it wasn’t 343-ugly so they scrapped it.
I’m pretty sure this makes sense. Look at it this way, in halo 4 we had plenty of helmets that didn’t have armor to go with it, so we obviously took what we had available to represent that on game. Now it’s Canon, these templates were meant to represent that other designs of body armor were meant for reuse with the helmets that had none. From a technical standpoint this all makes perfect sense.
