Hi as I understand it both online coop and split screen coop is missing at launch is this correct? Someone is telling me split screen campaign is there?

Whoever is telling you Split Screen Co-Op is there is flat out wrong. Split Screen Co-Op is not there on Day 1. However Split Screen PvP will be there day 1.
No co-op of any kind be it split screen of network based for campaign will be ready for launch
Multiplayer split screen will be there on launch
