All units seems to be random whether or not it works. I’ve tested it and tried different cases but I can’t find any consistency. Sometimes it will select all units and half the time it will just select a couple of units. For instance at the start of the match I have three grunt squads. I’ll send them different ways to collect resources and then want to call them all back. Sometimes it’ll only select one, sometimes it’ll select two, but more often than not it doesn’t actually select all three.
Control groups are also broken. If I build a fourth grunt squad I can add him to the control group. But any selected unit that is already in the group gets removed. This makes no sense since the command is to add units, but it is also the same command to remove units. This means if I have all four grunts selected and try to add them to the control group, the first three will be removed and only the fourth will be in the group. This makes thing difficult when I have an entire group selected, and I’m holding shift to pan the camera quickly, if I accidentally press the control group it will all be deleted.
Troops collecting resources, If they are in the midst of collecting, you need to manually select them yourself. They get locked out of ‘All units’ when collecting resources and thats a good thing, they will finally respond to all units when they are done collecting.
Yeah this is definitely something I have notice wroks all of the time besides if troops are collecting resources!

Again, its because they made the troops collecting resources not respond to unit calls unless you manually select them and cancel them out of resource collecting

Actually none of the features is broken. Personally I think they’re very smooth in fact. Let’s see:
Regarding your first concern about All Units not always picking up every unit, the game will exclude units that are either gathering resources or capturing power nodes, this is wonderful as those units won’t be interrupted by a unconscious or habitual all-units command. You can really make this work to your advantage since you can start capturing a node > local-units > create group and immediately move onto the next node without interrupting the first guy.
Regarding unit groups, you have to select the group and then hold RT and either select units individually or hold A/B to bring up a smaller brush to add/delete once you’re done, override the group or create a new one.
Edit: sorry, you’re on PC. Didn’t notice, but I’ll leave this here in case it helps anyone’s else out.
I think that was intentional and I’m glad they did it. The only thing I wish is when I send my troops to free up the capture point they capture it and not automatically do it and make sentinels shoot them without me noticing.

I did and what I found was that collecting resources and capturing nodes is not the only instance where all units breaks. My testing was done without gathering resources. I just started up a game, spammed the button some, spread the units out, etc. I personally couldn’t find any consistency. Yes I find that capturing and gathering do lock it out but that is no the only instance where units aren’t being selected. If there is any instance where all units aren’t actually selected then yes it is broken. Broken by design but still broken, much like adding to control groups. It’s a shame because it works flawless in Halo Wars DE. Regardless of gathering, distance whatever all units are selected. You can tab through control group units, and units aren’t removed from groups when adding new ones. It’s a shame Halo Wars 2 does not work since it is a much better game.

I’ve seriously never had this problem. Maybe it’s a PC issue?
I play on Xbox one and have this issue more often than not. When selecting all units and click somewhere on the map to move them all at once; very commonly they will just stand there.
There has been times where I select all units and click to the move them to the other side of the map. Jump to my base(s) making upgrades and what not. Go to check on their “travel progress” and they are still standing exactly how they were when I selected them with ‘All Units’ command.
