Does anyone know what’s up with the Covenant in the campaign? Why are they there? Where’s the Arbiter or the Fleetmaster? Where the heck is the explination?
They’re a splinter group of overzealous Covenant remnants.
The answer? Maybe in Halo 5.
Not all Elites sided with Arbiter and not all the Covenant was wiped out.
They are just a small part of what was left.

Thats the “Storm Faction” of the Covenant. Sanghelli who still believe the Forerunners as there gods. The Reason why there at Requiem is to find the Didact and destroy/exterminate Humanity.
Jul Mdama is their leader. He became apart of the Storm Faction as a plot to dethrone and assasinate the Arbiter but because of ONI’s intention to start a Civil War among the covenant to weaken them, he winds up captured and taken to Onyx, the shield world in which Dr. Halsey and Mendez and the other Spartan II’s and III’s, where he was imprisoned and studied so that scientist can experiment/make a biological weapon to exterminate Sanghelli from the Galaxy.
Anyway, the Scientist strap a bomb to Jul so that he can walk around and get some excercise since there is no possible way for him to escape Onyx since its a shield world. He is monitored by the UNSC and escorted by an Engineer. He question the Engineer and studies the forerunner structure and learns/writes down the pharse “Didact” on a belt. Eventually he finds a portal through trial and error that leads him to a Sanghelli colonized world were he meets Sanghelli who are not up to date on the Human - Covenant War (like a year behind) so he fills in the gaps abit. He is questioned by the symbol on his belt by them and how its similar to there forerunner structures and he eventually winds up leading having them assist him in Finding Requiem.
Apparently they find it and start broadcasting Didact every 30 minutes for the past 3 years hoping to gain entry.
This is just the gist of it, you should read Halo Glasslands and Halo Thursday War.
Also, Jul isn’t actually religious, but he pretends to be for the Storm Faction so that he can use them to both dethrone the Arbiter and kill Humanity.
