Let me start by saying I tried to search for this. If a thread is in existence, please point me in the right direction. The only postings I have found are on other sites and they were told to post this problem here. I completed Halo 4 Legendary Solo today, I received the achievements, and it shows on my campaign service record, but I’m missing two commendations for two of the stages and the final one for all stages completed. Therefore I cannot use Chief’s armor, or the visor or emblem. I have read that this happens when you lose connection while playing campaign, and apparently many others have had this problem as well. Any help would be appreciated.
You’re lucky I found out after like 8 hours of legendary action that apparently I disconnected after the second mission! I have 6 to go now. It shows that I have the missions completed in the campaign lobby so I’m going to run a quick experiment right now. I’m loading up rally point delta on a mission and am going to see if maybe after doing that, it will see that the whole mission was completed on legendary previously. I highly doubt it will work though.
Not a bug. The old Chief armor is tied to the Legendary Commendations which only count when connected to live.
To find out what levels you need check your commendations.

The servers are def bugged… i completed all 8 missions solo legendary but it didn’t count a mission… completed ledge solo on 6/11/12 but it didn’t update till i redid one of the missions. should of been first completion date: 06/11/12 instead of /10/11/12
Just found a way to circumvent this problem. As long as it shows that you’ve completed the mission on legendary in the campaign lobby, you can call up the last rally point on whatever mission you need and it will count it towards your commendations. If you already got the lone wolf legend like me, just grab a buddy or a second controller and make it easier on yourself. That’s what I’m doing right now.
It sucks that I have to pour more effort into this but at least I don’t have to do the entire mission for 6 different levels. Also co-op is much easier 
Unfortunately I can’t find a better solution but hey it’s better than having to redo EVERYTHING by yourself all over again.
