Alrighty fellas, so we already know about Cutter and Atriox but what about the other 4 leaders?
In halo wars 1 we got 3 unsc factions and 3 covenant factions, an I’m pretty sure thats how its likely going to be for halo wars 2 as well. That said, heres what i’d like to see in hw2, in terms of heroes/villains
- Cutter - Anders - Atriox - Arbiter (Swords of Sanghelios) - Gravemind - Forerunner/Cortana
Its highly unlikely that there will be floor or Prometheans in the game so perhaps instead of the gravemind and the forerunners, there could be two more leaders for UNSC and Covenant. Maybe another “evil” covenant remnant and maybe , depending on the story, we get Lasky as the 3rd unsc hero.
Anders can have the wasp or hawk upgrade for the hornet, along with different powers than Cutter
Lasky can have Spartan 4s, which could function like spartans but have unit count so you could spawn as many as the population allows.
The arbiter could be the elite answer to the banished, so they people who want to play covenant without such a brute focus can do so
Anyway sorry my thoughts are hella disorganized and incomplete
Season Pass gets more leaders and more units to choose from. So we might see leaders outside of the Banished and UNSC, or we might get non-Halo Wars leaders like Jacob Keyes with a Master Chief hero.
From the looks of it, there will be three UNSC leaders considering Capt. Cutter gets Jerome, Anders will get Douglas or Alice as a hero and the remaining leader will get the remaining Spartan.
Flood were discovered aboard the SoF, so we might also get the Flood as an enemy.

My thoughts are:
The Banished: Atriox, an elite General, and (maybe) a jackels Commander
UNSC: Cutter, Anders, and Lasky or Sarah Palmer

That sounds bad -Yoink-! Captain Keys and Chief as a Hero unit! Or Truth and the arbiter as a Hero unit.
