"Collecting a dream" glitched. Windows10 to blame?

I have collected all the skulls across the Halo Wars 2 campaign but have not received the achievement for doing so, however I think I know why. I played the last few missions of the campaign on PC, where for some reason achievements don’t unlock (For any W10 game). I had to go back and complete the last missions again on Xbox just to get the level specific achievements, so I’m guessing on PC I managed to grab a couple of skulls while I was finishing the campaign, which has messed up the tracking for the achievement and left it impossible to unlock.
I did try going back to a mission I know was played on PC and completing the skull unlock criteria, but that doesn’t seem to have worked. Anyone have a similar problem or know where I can post this to hopefully get it fixed in a future patch?

Achievements unlocked for a while, I have some from Halo 5: Forge, but suddenly they stopped working. Now progress isn’t tracked in any Windows 10 game I play.
