"Classic Rules" setting for CE custom games

With the season 8 update, there is a new setting for Halo CE custom games called “Classic Rules”, which is a yes/no toggle. Does anyone know what this does?

It is right below the “Hardcore Rules” toggle, which disables bullet spread for some weapons and silences footsteps. But, I can’t figure out what Classic Rules is supposed to do. There’s no in-game description for either of these. It’s not mentioned in the patch notes. And, the 343 devs I messaged over on Reddit aren’t answering(they probably don’t know what it does either).

Has anyone managed to figure out what this setting is supposed to do?

After fiddling around with it I can’t figure it out either. I thought it might disable/enable weapon rotations but that’s not the case.

The only thing I’ve been able to figure out that it does is what I suspect to be an unintended glitch(for which I submitted a bug ticket).

If Classic Rules is set to Yes, the fuel rod gun and flamethrower ignore the weapon set that was selected for the match. The weapon set could be “pistols only”, “shotguns only”, “no weapons”, etc.; and the fuel rod and flamethrower will still show up anyway if Classic Rules is set to Yes.
