Doing a simple google search for the acronym CIO yeilded me the following that could be the words behind the acronym:
Chief Intelligence Officer
Combat Intelligence Officer
Command Intelligence Officer
Chief Investigation Officer (not so much, expect for maybe Spartan Ops as the explanation, if the team is investigating something)
Personally speaking, nothing is wrong with Halopedia. (Halo Nation, on the other hand…) But generally around here the moment Halopedia is used as a reference, swarms of nay-sayers are quick to shoot it down as a bad source. I think it’s a very good one.

In my personal experience, Halopedia is MUCH more accurate than Halo Nation
Halo Nation is much more lax than Halopedia. For canonical sources, go with Halopedia. For sources relating to gameplay (they have some good sections on Matchmaking techniques) Halo Nation is alright. But it’s a poor source of canon due to a much more lax administration.
