It’s a rare armor set (so chest piece + helmet) only unlocked by Spartan Companies. When Spartan Companies become active (5+ members) commendations start getting tracked. When level 3 for all kill commendations are comoleted, the Achilles chest piece unlocks. When level 5 for all kill commendations are completed, the helmet unlocks.
