It’s been highly speculated since even halo 4 that chief was a reincarnation of the Iso Didact. Even before Halo 4 people caught onto that part with Guilty Spark. Guilty Spark was a ancient human named chakas who got hurt and his mind digitized. When you read the books and remember the dialogue between guilty spark it’s very clear chief is the Iso Didact reincarnated.
Chief is not the reincarnated Iso-Didact. He may some day inherit a position similar to the Iso-Didact’s, but he isn’t. It is unlikely the Chief has the Iso-Didact’s geas imprinted on his mind, either. We’ve never seen a Forerunner essence imprinted on a human before nor do we know if it can be done. It would also be a bit hard for a geas to be implanted in Chief’s familial line given the Forerunners left the Orion Arm of the galaxy after the Halo’s fired, the Iso-Didact included. I can’t put too much stock in what 343 Guilty Spark says. That being was built from the composed and subsequently compartmentalized mind of the human Chakas over 100,000 years ago that deteriorated over time. Chakas also believes the Librarian to be alive, but she perished on Earth and all that remains is her AI remnant, but that being’s appearance have been incoherent and could have been destroyed at the Absolute Record. Memories could have blended over time to get the Chief-Iso-Didact comparison.

That chief and even cortana were imprints that would eventually surface. I remember some major connections to chief being the Iso’s eventual reincarnation. However it has been a while since I delved into the tinfoil hat theories of halo. It could be that Guilty Spark saw some of the same qualities in chief that Bornsteller had.

Imprints, yes, but geas have different levels. There is the implanting a person’s essence in your head and there are instructions and commands. What the Librarian did appears to be the latter. Look at MJOLNIR and the AI pairing that Halsey developed, that is a clear parallel to how the Forerunner armor system worked. In a broader sense, this explains why some humans have familiarity with Forerunner systems, and to an extent Covenant ones since they are derived from Forerunner systems.
