So chief goes up and shoots a few humans and rescues some alien(s)
Now who on the alien side has been part of several peace related meetings? Arbiter and/or Half Jaw. That could easily be the alien(s) Chief rescued.
Now ONI as some of you know has been mettling with the Elites since halo 3. Now they call some meeting with half jaw and arbiter for one reason…
Get them and high ranked alien leaders in the same room to kill them. ONIs way of taking out any possible enemy faction that could rise against humanity
However chief knows this . and knows that if ONI does kill the alien leaders it won’t help humanity . it’ll create a united enemy covenant. Chief knows ONI would screw up everything .

Can’t be, Arbiter doesn’t know where chief went or what he’s up too in Halo 5. And the Chief killed civilians; there is no excuse for that. I just can’t see ONI being a part of this.
Oh god. People really think ONI is that dump? And ONI isnt “evil”. They are working for humanity. They arent protecting grunts, brutes or eves your beloved elites… they are protecting us! And if john thinks he can -Yoink- with them… well i hope he has a lot of good friends.
They lied about New Pheonix
They supplied Storm covies with weapons to kill off each other
They have tried to poison several of the elites
They kidnapped kids and nearly tortured them just to kill off other humans.
They lie to the people and change stories for thier own gain
They blame Halsey for it all while parading themselves as allies.
And “civilians”. Haha. No. Youvall know ONI lies about people and idenity. So its easy to make a few soldiers look normal .

1)ONI sucks.
2)It was a couple of alien delegates.
3)Doubt it. More like an ambassador from the SoS and some independent warlords.
4)Pretty sure it was an assassination attempt which they would later blame on the Sangheili.

Doesn’t he know or doesn’t he trust Locke enough to tell him? Chief is on Sanghelios. I doubt he went there without Thel noticing and I doubt Locke asked Thel about the Chief for no reason. Thel found out that the target was Chief only when Locke told him.
No way it was either of them he was meeting, that’d be mentioned. If I had to guess I’d say that the aliens weren’t even Covenant.

I agree, but i would like to make some adjustments to what you just said. I don’t think Chief would rescue the aliens (presumably sangheli) to stop a second unified covenant. That just can’t happen anymore. The covenant species are so fragmented right now. Even the elites have multiple factions. If anything, if the humans killed Arbiter, an Elite known as tel cam would take over sanghelios. ONI would kill the alien leader right there and then because ONI are power hungry. Humanity is the most powerful force in the galaxy. The Didact even said “we are hopeless to stop it.” I believe Chief attacked the peace conference to save the aliens. To try and save them from ONI and whatever evil plans they have. I’m quite sure in Halo 5 we might see the end of Jul Mdamas covenant by the means of ONI sending locke to go get Halsey, and to kill Jul along the way. But yes, I do believe Chief did it for good reasons, and the people he killed were most likely ONI agents.
Edit: I love your idea of ONI being the hydra of Halo. Imagine if we saw ONI just completely take over the UEG from the inside (like hydra in winter soldier) and then we have a civil war amongst humanity (like the captain america civil war film in production)
