Many possibilities could lead to John’s actions…
- The Librarian’s influence and advanced evolution allowing John to be immune to the effects of the Composer, and somehow hear the Didact’s voice telepathically.- John and Blue Team were attempting to save the Ambassador from the Insurgent actions, and/or mysterious aliens that were having peace talks.- John is quelling the rebellion.- John is psychologically going insane, after the continued deaths of his comrades, the stress of his role as a Spartan and his time as a abductee of the Spartan Program.

We don’t know for sure why Chief attacked the meeting, but a popular theory is that the delegates had hidden intents, and were planning on doing something to the aliens anyway.
Even if they weren’t, Chief has killed or led to the death of civilians before. There’s a part of the Fall of Reach where John and his team blows out an airlock to escape with a rebel leader, while there were workers inside.

Well, actually we do know Chief’s clone is dead and did not become a Spartan…because death make it hard to be a super-solider.
