Why is this a bad map name…? Well, the ‘Chernobyl’ part’s the ‘bad’ part. Why?
I don’t get it…

Do you mean it was "Blam!"ed as a custom game name? Lots of random words have been censored as map names. Chernobyl was done so probably due to sensitive reasons.

“Chernobyl” was probably blocked for the same reason that “basic”, “epic”, “glitch”, “mystery”, and “puzzle” are blocked…
(Fun fact: Microsoft runs the filter, and it applies to all user-created content in all games – not just Reach.)

Are you kidding me those words are also banned? WTH Microsoft!
No offense, but I can see, at least, why Chernobyl is banned.
The other words, I agree, make no sense as to why they’re banned, but Chernobyl can still be seen as a bit of a sensitive issue. I know that some games (CoD) have already featured Chernobyl in their games, but that doesn’t make it any less of a touchy subject.
