There is no “live chat” but there are the forums here, as stated above.

There is no such thing, the main contact places for 343 Industries is on Twitter with either @bsangel, @rukizzel or @HaloWaypoint.

Or posting on the forums.

There is a Chat Support for Xbox Support on Xbox.com also.
