I Would Quite Like To See A few more Characters in Spartan Ops Such As:
Lasky: They Have Already Got His Model In Campaign So Why Not Do a Mission Where Lasky’s Pelican Gets Shot Down
Commander Palmer: All They Would Need To Do Was Make A Feamale Spartan NPC in Scout Armour
Fireteam Majestic: All They Would Need To Do Os Use The Spartan IV Models And Put them In Majestic’s Armour as it has Already Been Shown. these Guys Would Be Awesome To Fight Alongside In My opinion.

It would be interesting to see some of the leaders from the Covenant Seperatists from Halo 3, like the Arbiter Thel 'Vadam or the Shipmaster Rtas 'Vadum, as said above.
I’d like to see ‘Captain’ Del Rio, newly demoted to a lowly field marine & forced to be covenant cannon fodder on missions to take the heat off of fireteam crimson
Unless im mistaken then Palmer has her own unique model in the campaign so that wouldnt be an issue.

I’d rather they wait until H5 to do that. I feel like bringing back the Arbiter in a 5 minute clip would diminish the epicness of his return, they wouldn’t be able to do it justice.
Personally, I’d like for the covenant, or I guess ex-covenant races to have a more prominent role, and for them to go a bit into their backgrounds and cultures. That’s one of the things that made the books so interesting for me.
As for specific characters, having Hood show up would be cool
I would love to see characters that don’t have horrible voice acting.

Yeah, when you put it that way, it’d be worth the wait. This game seems to focus more on “Didact vs. Chief”/“Forerunner vs. Human”; I’m wanting the next game to bring the other races into larger focus (perhaps even add new ones).

That would be cool, and could work considering his connection to Jul, but I think it would be even more confusing to those who haven’t read the books. Although at this point, it’s almost a necessity to understand what’s going on
That being said, I wouldn’t expect to see him until that whole civil war thing he has going on with the Arbiter is over, assuming he’s still alive by then.

It’s nothing personal, it just bugs me when I don’t understand the reason behind something. You cold be doing the weirdest thing, but as long as I can some kind of reason why you’re doing it, I won’t bat an eyelash. I’m weird that way

You know, I wish you can take Roland with you in a Spartan Ops mission. Another would defintely be Palmer. I would really want to see her in action, working alongside you.
P.S. He maybe dead, but im really beginning to miss Sgt. Maj. Johnson.
