It seems when I go to difficulty there’s no other setting but normal???

Yeah…I can’t help without knowing which Halo. If it is the MCC, it might because you’re doing auto play on missions, instead of setting them yourself, or maybe you’re in a playlist. Any other Halo there should be an option for difficulty pretty apparently on the screen. I always play solo Legendary my first time, so it isn’t like they lock the difficulties.
