so i played the game on 1xbox, then got a new one and i dont have the dlc(scanner armor, all the specializations and such).
everytime i level up i get on the unlocked list all this bonus like scanner, recruit armor, strider, emblems etc, but they dont get avaiable anyway
i saved the halo4 files in the cloud and then download them on the other console.
how can i get them?

Dashboard - Account management - Download history and download it all to your new x-box.
You also need to do a licence transfer too to ensure that you can use your content on your new xbox at all times.

yeah you need to do a license transfer, so your new xbox has the rights to all the digital content downloaded to your old xbox.
I think its under account management or something.
the xbox support page also will show you how to do it.
