Basically, remove the FOMO (fear of missing out) concept from the store.
When something new is released to be purchased, it should be added to a catalogue of items that have previously been released so everything is available to everyone at all times.
To make the weekly new releases still something to consider for purchase at the time, make the items on sale with a certain percentage off along with a few other previously released items at random.

I honestly feel though that they’d sell more stuff if everything was available all the time which seems like a no brainer on the money side of things.
New players can purchase season 1 pieces they like etc
I have a bunch of credits that I’ve had since Christmas. If there was a catalogue, I’d surely have used them by now. Instead I’m holding out for something better every week (or the Mister Chief AI to come back).
A catalogue will most definitely help the shop a ton. The FOMO practice in games to me are really bother some and only seem to discourage most players from even getting stuff. It better to give players the choice on what to buy than force them to buy a bundle with items they might not even use.
I feel that developers that incorporate FOMO into their micro transactions immediately lose respect in the eyes of their fan base and the overall community.
343 would be changing today’s standards if they were to make a catalogue, even though people would still be paying for cosmetics.
They should have slightly discounted prices at the time of the drop, and then the items should get archived to the catalog at +100cr or +200cr price wise for everyone who didn’t buy them that week.
I would happily pay 200cr more than what people paid at the time, for the Legend visor.
Even having gear from past events available at a cost would be good for those who didn’t get to earn it for free at the time.

Definitely should have a catalog. Even looking at it from 343 (or Microsoft’s) perspective, they can raise the prices slightly when it’s in the catalog. But, when it’s in the shop, it will be at the discounted price (the shop prices we have now). That way, people will still pop in to check if their cosmetic has gone on sale.
Plus, it gets people to buy what they want immediately because it’s just available in the catalog instead of waiting to see if the thing they want is in the shop this week. That puts more money in 343’s hands much faster, which obviously allows them to make more content for people to buy.
Honestly it’s so obvious I don’t know why it wasn’t like this at launch.
