Are they going to be indestructable?

I am not sure. It is only a matter of 343 deciding to do it though. You can set vehicles to be indestructable now in customs.

I wonder how that would affect gameplay.

Probably not too much, since players will most likely still be hurt from the vehicle being hit, like in all the other halos.
So a nice rocket will always be the solution, leaving a poor empty warthog behind.
