So I beat all of CE and have the achievement for every level except that I beat the game, is there a know problem with this or am I just unlucky?
Not surprised…so many glitchy achievements. I got that one straight away playing solo Legendary. Did you play co-op at all? And if so, which player were you?
I did play co-op for the last 4 missions and I was the leader of the group. I got like 6 other chievos while playing but the one stating I beat the game and that was the last one I needed to have all of the beat.

That is your issue. The achievement will unlock if you beat the game completely solo or completely coop. You have to play the first six missions coop or the last four solo to unlock the achievement.
I just replayed Assault on the control room and it all unlocked. For some reason it wasn’t picking up that I had beaten the level, which is amusing seeing I had the achievement for it months back.
