A woman who I adore to the very core, she created the Spartans. Without her none of this would be as interesting as we see it now. In the Halo series she’s viewed as the mother of all Spartans and is respected by them greatly. Except for the new director of ONI and the late Lieutenant Commander Kurt Ambrose.

Hope I’m spelling these names right…

I don’t know how many of you read the books but I feel as if it’s always been implired that ONI wanted her program to work, ONI kidnapped 75 candidates for the S-II Program and ONI said "Halsey, make us super soldiers to crush them rebels’.

So she did. Not many of those kids made it through the augumentation process, even then they were still badasses. Take Fhjad for example! Saves millions with his noggin. But the best example of her work is none other than the Master Chief. It’s far easier to assume ONI pins it’s own crimes on it’s best researcher, who was poking around on Onyx because that weasel, Ackerson, was making a mockery of her work. Bless his sacrificial soul.

I’ve been wondering why she was pinned to the cross if she’s listed as KIA, the public wouldn’t even know about here and even then they’d forget the kidnapping wouldn’t they? They all know about the Spartans and would praise her, and when asked… the Spartans will say nothing. Did they truely care? She told them all right off the bat. “We’re going to make you into super-soldiers, the best the UNSC has ever seen.” Rather than lie to them, she fed them ambition. So why keep her apinted as a war criminal? Why make her the bad guy and put her position to where she turns into one.

Btw, without Halsey, Palmer would be a nameless soldier like the rest of the S-IVs. Halve of those would-be Spartans don’t even deserve the title. The Remaining S-II and S-IIIs must look at them and snicker behind their backs. I would.

S-IV: ‘Yo, just joined up. Can I sit at this lunchtable with you?’
S-II: ‘I was trained since age six to be a sociopathic killing machine that gives alien children nightmares. Who’d you suck off for that second rate suit?’
S-III: ‘I was trained by Mendez, what gives you the right to sit here and wear that armor?’

Now I understand that these S-IVs are not the protduct of Halsey’s work. That they are not trained by Chief Petty Officer Mendez. Yet because of properganda Halsey is viewed by them with hatred. Why the hate for Halsey?

But why? Is it safe to assume only ONI and the crew of Infinity know she’s alive?

There is another Catherine, perhaps they will have something in common in the near future.

I think questions from civilians about the origins of the spartans might of popped up or ONI knew they were going to pop up eventually and so to save there own buts and still be trusted by both civilian and UNSC higher up they used Halsey as a scapegoat.

I’m excited for Halo 5 so we can see how ONI and the UNSC approach Halsey’s situation.

I will be so pissed.

Here’s my understanding of the situation:

In the early 2500’s, the UNSC/UEG was facing uprising and insurrection from its unhappy colonies. In order to avoid a disatrous and cataclysmic interstellar civil war, ONI commisioned a supersoldier program (Project ORION) to create soldiers that could extinguish the insurrectionist cells and leaders.

Project ORION managed to make “ODSTs, only better”, but it wasn’t enough. So Catherine Halsey was recruited, and put in charge of Project SPARTAN-II. Everything she did was funded, staffed, and blessed by ONI.

The Covies invade and the SPARTAN-IIs are repurposed to fight them. In the course of action, their existence is revealed to normal troops, who gossip (fastest thing in the Navy is the scuttlebutt). ONI finally decides to go public with the SPARTAN-IIs as a morale booster, as they know their secret’s out anyway. They instate the “Spartans never die” rule to keep morale from being damaged when their supersoldiers get killed or lost.

Now, Margaret Paragonsky knows at this point that if they win the war, there will be hell to pay. The SPARTAN-IIs are famous, and the public wants to know everything about them. The “they’re a classified military secret” excuse won’t hold up after the war, especially when MCPO John 117 saves the WHOLE HUMAN RACE. So she concocts a plan:

After the war, when the brass starts asking questions, she gives herself and Catherine Halsey up. They have a nice big show trial, point lots of fingers at the two nasty ladies, and brand both Halsey and Big Maggie as war criminals. Of course Paragonsky only has 6 months to live, so she doesn’t care. She dies in disgrace, and leaves Catherine Halsey with the check.

This way, ONI is cleared of any wrongdoing, with Paragonsky and Halsey taking all the blame. Paragonsky’s successor (SPARTAN-II washout Serin 019, LOL) is installed as the next head of ONI, ONI remains intact, and ONI is given custody of the war criminal Halsey, who they quickly put to work - on a very short leash.

Big Maggie saved ONI, legalized the Spartan program, and gave Halsey’s genius to ONI on a silver platter.

The SPARTAN-IIs and IIIs have no say in the matter; they’re still rank-and-file, and have to take orders like the rest. The IIIs probably wouldn’t care anyway, as they were raised by Mendez and Lt. Cmdr. Kurt Trevelyan.

And as for the IVs - all they know is what the media has told them, which was the show trial and all that nonsense. Who cares what they think anyway? They’ve got none of the discipline or focus of the previous generations. They’re marine grunts in MJOLNIR. Peacetime soldiers, pfft.

ONI needed somebody to blame the evil things they done on. Halsey was just very unlucky one chose .

Because ONI are idiots and they have no idea who they’re messing with.

I doubt the II’s and III’s feel anything worse than indifference when it comes to the IV’s. You guys make it sound like being a II or III is like being in some kind of special club, it wasn’t it just meant you were trained for the majority of your life to become the perfect soldier, meaning you don’t give a damn who sits with you at the lunch table, you don’t harbor negative feelings towards others because that can affect your field performance.

Also, Spartan-IV’s aren’t just peacetime soldiers, I’d wager the majority of them are veterans of the Human-Covenant War. Nor are they just grunts of that war, they had to prove themselves in some form or fashion to be even considered to be put into the program.

After a war, people come out of the woodwork to blame each other for the atrocities of war, at the point at which it’s convenient to do so. ONI pinning Halsey for the Spartan II project is an example of that. The fact that everyone in the Infinity fleet hates her guts (even if, during the war, she was practically revered) is the product of ONI section 1’s effective campaign. Halsey’s the fall-guy, and everyone’s buying it.

Except, obviously, Mendez and the Spartan IIs (Osman aside). I’d like to see Spartan IIs hash it out with the likes of Palmer and Lasky.

Just so you know, Halsey is a war criminal. There’s no getting around that fact.
