Would you want it to happen? It sounds perfectly balanced to me.
It may evolve over time to have those loadouts based on feedback.
They did say DMRs & BRs would be on the floor around the map, perhaps Carbines & Light Rifles will be too.

I believe they meant littered around from dead bodies, not actually spawning on the ground.
It would be stupid not to. I could see some people not trying slayer pro because the can’t use their favorite primary.

Agree with you and I’m also one of those… I haven’t used the DMR in reach as a silent protest against improper weapon balancing and I’m not going to use it in halo 4 either, same goes for the BR. And I don’t quite understand why they put the DMR in wich has bloom while the BR is stuck with it’s fixed RoF. We’ve all seen the DMR spamfest in reach and I’m pretty sure using the DMR will give you the upperhand in slayer pro when you can spam it and kill faster than the BR. And also getting lucky headshots has no place in competetive gamemodes in my opinion…
Replace the DMR with the Carbine or atleast add the Carbine and preferably the Light Rifle too. I see no reason why they left those out.
I think that they made it clear that Slayer pro is going to be UNSC focused. They probably will not add convy/promethean weapons unless there are very strong reasons to do so.
I personally would vote to keep the weapon set for Slayer pro as small as possible. After all, it is a playlist dedicated to hardcore Halo fans who have very little tolerance on weapon balance issues, introducing more weapons to the sandbox would not win popularity vote in this segment of player base. Keep the weapon set as small as possible on the other hand, would not raise huge concerns.
If they cave in to requests on adding weapons, what’s next? Subset of AAs? 
(Note: I am not a hardcore Halo fan myself, and probably will be spending most of my time playing the “regular” playlists. However, I like their decision of a dedicated “Slayer pro” playlist with very restrictive combat sandbox. It would be fun to play it once in a while).
