This doesn’t really answer your question, but my head-canon has been this since the Halo 4 days:
The Pillar of Autumn was upgraded and assigned a crew (and captain) for a mission to locate the Covenant homeworld / home base (later discovered to be High Charity). The Infinity was being built to lead a strike against that homeworld once located. Unfortunately, the fall of Reach prevented the POA’s mission from being carried out, and the Infinity was never completed in time. I believe Del Rio was already assigned the (incomplete) Infinity when Keyes was assigned to the POA.
I would say captain keys just for the army tone of him captures the tone of a actual captain even when he was captured he helped his troops but if were going to put a list it would be captain keys, Miranda, lanky and del rio first to last
