In the very first mission, Truth and reconciliation, near the end when rescuing the captain. He does not spawn for me. No matter how many times i reload, the captain never spawns in his cell. Any ideas? (Solved by uninstalling and reinstalling, never mind)
Maybe Captain Keyes went on vacation since its flight. He knew it be a in beta so thought he would come back later when devs fix things on the game before final release. He will return to his story lines where he needs to be once hes done being on vacation in time before release.

Maybe he escaped before you arrived he probably got sick of being a captive so he took matters into his own hands.
