Can't use the free leader dlc

I have the dlc downloaded, but in game it has him locked out and says I still need to get him free from the store. My Xbox One says it installed it, but it keeps showing it both in recently installed and ready to install. I’ve deleted all the game data and reinstalled it all, but still nothing. Has anyone else had this issue? I would really love for it to work.

Edit Tried hard reset and deleting reserved space. Nothing still. Really sucks it won’t work.

I had the same issue but once I restarted the game, it showed up.

I’ll try a hard reset, but I’ve played though the game already over the last 2 days, and he still hasn’t popped in but hopefully it works.
