Can't use secondary plasma charge on Plasma Pistol

Don’t know if this has been happening to anyone else, but I haven’t been able to use the secondary, plasma charge shot feature on any of the plasma pistol variants, including the Void’s Tear.

I got an Xbox One Elite controller about 4 months back, and switched certain button layouts to the paddles, but never changed my “shoot” button from the right trigger, however now when I hold it down, it will only shoot out a single plasma round, not charge.

Is this a glitch or am I doing something wrong? I’ve remapped the RT as “shoot” several times and even restored to default, however using the X1E controller, I have not been able to use the charged plasma shot, which is a big part to vehicle control in WZ. HELP!!!
