I am not at 100% on weapon skins or emblems and I cannot unlock anymore items. I have a lot of rare and ultra rare items, but when opening a silver or gold pack I get nothing…

The HCS team and HCS Contender skins are only available through REQ packs purchased via the Microsoft Store. Four packs will give you every weapon skin.
Many emblems are unlocked either from SR milestones or completing commendations. There are also some that were limited time, or tied to a specific promotion.
