Can't unlock Achilles Armor

I have all the requirements for the Achilles armor chest piece but it still hasn’t unlocked. I joined a spartan company that didn’t have the required milestones yet. We gradually met the requirements. I I don’t understand what I’m missing.

You need to get all comms to level 4 for the armor. Your company still has 4 at level 3. You need to complete level 5 on all comms to get the helmet. You guys are a long ways off. My suggestion is to recruit more active players, you have plenty of space in your company.
