You would be surprised at how many forgers there are out there, you just need to find the right groups / communities 
The main forging group for Halo is Forgehub; they have been active since Halo 3

I would recommend putting yourself out there and connect with other forgers through these groups. There are plenty of other groups out there, it’s just a matter of connecting and networking.

You have resources available to you to find players as Panda kindly provided for you. It’s true, not as many people play H5F as other games. But, there are still a fair number of players who are dedicated to the game. I’ll suggest another one: TrueAchievements. Try that out in addition to the ones Panda provided.
Pretty rare to find people in other than warzone and social game modes, some ranked modes are still active
