Everything is fine on my one account I can play all the new maps as I have the limited edition but my partners account does not have the new maps for some reason so I have to sign in and play split screen in order for him to play them. I’ve done a licence transfer recently as I did not purchase the maps on this console but when I go to download history on his account they are not there ! Any ideas?

That’s the issue, you won’t see them in his history. In order for the license transfer to work, you have to enable the transfer on Xbox.com, than you have to go to “YOUR” download history, and re-download it on the Xbox you want the license.
Doing this will enable the license on your xbox, therefore he can play on the xbox without you being signed in.
