Have paid and downloaded all the DLC map packs, but am still unable to play them in matchmaking. They’ve worked in the specific DLC playlists, but don’t show up anywhere. Have tried re downloading multiple times, but nothing.

Everyone in the game needs to own the DLC for them to show up as voting options, you aren’t matching people who have the DLC simply.
Try playing playlists with smaller player sizes such as Team Doubles, you’ll find Majestic maps for example a lot faster in there.

It’s better than previous Halo games in that aspect. If you team up with more people that have the maps you’ll greatly increase your chances of getting them as voting options.

As Moa said, the chance for playing those maps greatly goes up by having teammates, opponents with maps.
You say you are stuck on Adrift? I am stuck on Exile. Every two games is Exile, then Ragnorok, then 2 more Exile games. Then I switch to a smaller playlist and get Haven 50 times in a row. This is Halo Reach all over again. “Buy the DLC, play it for month or so until the playlist is removed, then never see it again.”
Yes I have all the Maps but I can’t play them , A DLC Playlist would fix all the problems 343. I should jump in to A DLC map any time but I stuck playing the same maps over and over again with people who dont have the maps. The same problems were going on in Reach before I sold it to get Halo 4.
