can't look up people's files on halo 4 stats app

when i type in a gamertag to look at their files its grayed out but then i look a link to direct to the files it either sends me to the halo 4 overview page or my profile on the halo 4 stats

That’s because you simply can’t access other players’ file share from the Halo 4 stats app. The only way to do it is through the game itself.
