Hey OP, I’ve come across this issue before. Do other apps from the store do the same when you try to install or update them?
If they do, you can try this:

  • Press Windows+R key to open Run box - Enter wsreset.exe in the Run command and then tap or click OK. - Restart your computer and check.I would also make sure that you have the latest Windows Updates installed and then try the installer after that
