The first month or so that this game was out, i played it all the time. i ended up stopping for a while because the MM was getting bad. During my break, i was sent a code for the first map pack (i think it was Crimson. i had the map pass), so i used it and it downloaded. i started playing again several weeks ago, and i noticed that every time i try to go on the dlc maps that i downloaded, it tells me i cant and i need to purchase the war games map pass. i never received any codes for the other two and i dont know what happened that made it like this. any help?
When you buy the map pass you don’t get codes, you just go to Marketplace and download any of the map packs.

Have you tried to download them at marketplace?
That’s what I thought when I got the message for it. I ended up getting a code from xbox that allowed me to redeem it. Either way, I have the map pass and the crimson map pack, but cant use either of them.
- Delete any map packs from the console. (Not Forge Island)
(1a. Clear your cache only if it doesn’t work the first time.) - Launch Halo 4.
- Press start, pick your storage device.
- Go down to “Xbox Live Marketplace”.
- You will be prompted to download each map pack in turn, so do step 4 three times.
- Wait, eat lunch, play, whatev.
- Profit!!!

It has happened since the infamous Xbox Live Weekend Outage incident; however, the other profiles on the Xbox can use the maps with no problems, but the second I sign in to my profile…

It is not an exclusive issue to map packs, when the remaining Specializations were granted to non-limited players, I never received the codes to unlock them, and I eventually had to go to customer support and wait 2 hours for one of Micosoft’s agents to explain the issue in Microsoft’s “user friendly” ways of speaking.
And the moral of the story is…
DO NOT DOWNLOAD YOUR PROFILE DURING AN XBOX LIVE OUTAGE!!!
Because this will happen:

Have you tried to delete your profile then clear the cache and after that download again your profile?
Many times… And yet still…

i’ve done all these steps a billion times nothing has changed
